
The United States Supreme Court has reversed the New Jersey standard for the “justifiable need” requirement for carrying a concealed handgun.
The State of New Jersey has stipulated training requirements which are necessary prior to submitting your concealed carry application.
Applications which are incomplete or do not meet the requirements will be denied.

You will be required to demonstrate safety, familiarity, and accuracy. This will be a pass or fail, you must pass with an 80% or better.

The training requirements are explained in N.J.A.C. 13:54-2.4(B) and 2C:58-4. These statutes require that a person wishing to meet the requirements of concealed carry attend and receive training and pass a qualification course of fire. The process consists of:
1.) A demonstration of safe handling and use of handguns (proficiency) as per N.J.S.A. 2C:58-4
2.) Submission of the applicant’s most recent handgun qualification scores utilizing the handgun(s) he or she intends to carry as evidenced by test firings administered by a certified firearms instructor of a police academy, a certified firearms instructor of the National Rifle Association, or any other recognized certified firearms instructor
3.) Use of Deadly Force Training.

Training requirement:
(1) On or prior to the first day of the seventh month following the enactment of P.L.2022, c.131 (C.2C:58-4.2 et al.), the superintendent shall establish training requirements in the lawful and safe handling and storage of firearms, which shall consist of an online course of instruction, in-person classroom instruction, and targeted training administered by a certified firearm instructor on a firing range approved by the superintendent and on the list of approved ranges published on the State Police website. The training shall include, but not be limited to, demonstration of a level of proficiency in the use of a handgun in such manner as required by the superintendent and training, developed or approved in conjunction with the Police Training Commission, on justification in the use of deadly force under State law.
(2) A person who obtained a permit pursuant to this section prior to the first day of the seventh month following the date of enactment of P.L.2022, c.131 (C.2C:58-4.2 et al.) and which permit is not scheduled to expire until at least one year following the enactment of P.L.2022, c.131 (C.2C:58-4.2 et al.) shall comply with the training requirement established pursuant to this subsection no later than the first day of the tenth month following the date of enactment of P.L.2022, c.131 (C.2C:58-4.2 et al.).
CCW Qualification Sessions – Registration NOW OPEN!!
We consider this the “fast track” for those who have had holster draw training. Please do not sign up for one of these qualifications until you have had the training necessary to pass.
Additional information: The TTC is pleased to offer the NJ shooting community assistance in obtaining their Permit to Carry a Handgun. This qualification session meets the state mandated requirements of the NJ Permit to Carry a Handgun, and includes a Use of Force assessment as well as a Safe Handling and Use assessment. THIS IS NOT A TRAINING CLASS. It is expected that the attendee possess the knowledge, skills and attitude to pass the requirements of the qualification process. The requirements are a Use of Force test, safe handling test and demonstration, and a handgun use (live-fire qualification) test. Upon successful completion, the attendee will be provided with a “qualification sheet” documenting the necessary information to submit for a request for a Permit to Carry a Handgun.
It is recommended that the student familiarize themselves with NJ Use of Force and self-defense laws, review firearms safe handling standards and marksmanship techniques. The shooting course of fire will be similar to the NJ Police Handgun Qualification courses and involves timed shooting from various distances from the 1 to 15 yard line, drawing from the holster and holstering, the low ready position, one handed shooting (strong hand only), and the standing to kneeling position. An 80% score is required to pass. Safe handling is a key component of the course of fire. If you do not possess these skills, we recommend attending some of our training classes to sharpen your skill sets. Training standards can be found on our website training calendar.
The courses have been added to the public course calendar along with additional classes for those needing additional training to qualify. We will continue to add courses as necessary to meet the needs of our customers.

Carrying a loaded firearm is a massive responsibility (misuse or mis-judgement can lead to not only death or injury to you or a loved one but also criminal prosecution and civil penalties). We highly recommend the following training courses:
1.) Basic Handgun Course (4 hour class)
2.) Intermediate Handgun – this class reinforces the basics and provides proper skill-sets (consists of two, 3-hour classes for 6 hours)
3.) Holster Draw – for safe drawing, presentation to the target and holstering (consists of two, 3-hour classes for 6 hours)
4.) Advanced Handgun I, II & III – these classes teach the basics of moving with a loaded handgun, an essential skillset for when you carry (consists of three, 3-hour classes for 9 hours)
5.) Concealed Carry Course I-IV – these classes focus on the proper application of Use of Force, situational awareness, interaction with police and 1st responders and proper concealed carry (consists of four, 3-hour classes for 12 hours)
6.) Continued Practice for skill-set development
7.) CCW Qualification & Readiness Session – this is the CCW Qualification session that includes the Use of Force and Safe Handling test, and level of proficiency test (3 hours)
Our recommended comprehensive training program consists of 40 hours of training and qualification time. Our instructors, as well as our training, meets the requirements to satisfy 2C:58-4 and 13:54-2.4(B).
